Allow players to create NPCs or convert PCs to NPCs

In Rippers after an NPC becomes heroic you create them as a fully stated NPC.

It would be nice to have an option to allow an NPC sheet to be editable by players, maybe a toggle option?

Failing that how about the ability to reverse the NPC to PC conversion and allow PCs to be dragged to the NPC list?
